"Running board" is definitely not what you guessed to be a skateboard, Have you ever seen a picture of a car from the 1920s or 1930s? On either side of the car, there is a narrow ledge, a step that you can put your foot on to help you get into or out of the car. If you wanted to live dangerously, you could actually close the car door, stand on this step, hook your arm and hold on through an open window, and be driven down the street this way. I'm sure that this is what is being prohibited by danish law.
